The institution of municipality during the Qajar era faced many obstacles and problems from its establishment until the first Pahlavi era. After the constitutional revolution and the approval of the municipal law, different provinces of Iran were required to establish and implement municipal laws. This law was formalized in the port of Bushehr in 1909. The role and position of Bushehr in the political and economic equations of the Persian Gulf and southern Iran. It can be considered effective in this matter. At the same time as the Pahlavi era, Bushehr Municipality became one of the most important institutions and modern urban institutions in the field of public services. The present study seeks to investigate the formation of the municipal association in Bushehr and its historical history during the Qajar period, the role of the municipality as a new institution in the urban structure of Bushehr during the first Pahlavi era, and the performance and consequences of the municipality's actions in urban developments. The findings of the research indicate that despite financial poverty, lack of facilities and lack of urban infrastructure, lack of proper budget and non-cooperation of government organizations with the municipality in Bushehr, this executive body by presenting construction and social plans And health was able to fulfill its initial goals to a large extent. The consequences and results of the municipality's actions in the field of construction, health and improvement of city streets during the first Pahlavi period have been defensible.
