Abstrakt: This editorial tries to pinpoint some setbacks of the traditional way of producing sectoral strategies in Romania and European Union as well. The first sin consists of using vague terms in shaping vague ends. The European strategy on biodiversity is a good example, since a whole chapter, translated into Romanian, alludes an amusing and famous quotation of a comedy, combined with the famous warning 'Huston, we have a problem'. The second example, the National Strategy of Energy, is presented in more details: how the initial goal had been altered in order to produce more green energy, at any cost, thus transforming Romania into a net importer, from a net exporter. Moreover, all calculations had been made by a foreign expert, agreed by the EU Commission, without providing any possibility to carry out more simulation, on different scenarios. The software has been completely useless since not even one MW cannot be added or lessened into the energetic system. Important for readers, especially for the foreign ones, is the legal process of producing whatever sectoral strategy: the process must be initiated by ministry in charge, then endorsed by a Government Decision, which may, or may not, be further endorsed by a specific law. Without being backed-up by a low, the strategy issued by this government can be modified by the next government and so forth. [ABSTRACT FROM AUTHOR]
