This paper considers the problem of finding a collective solution when the expert preference profile is specified by fuzzy relations of strict order. A consistent aggregated relation is built on the basis of a fuzzy digraph, the matrix of which consists of the arithmetic means of the elements of the fuzzy expert preference matrices. The aggregated relation is also a fuzzy strict order and satisfies the requirements for group decisions: minimum distance to expert preferences and consistency.
