To reduce the residues of volatile organic compounds (VOCs) in the inner liner for cigarette, the VOC contents in the raw materials (base paper, transfer film, coloring glue) were analyzed based on a single-factor experiment and orthogonal tests to determine the main sources of VOC residues in the inner liner. The relationships between the plate roller parameters, drying temperature and combination machine running speed during the inner liner production with the VOC residue levels were investigated to determine the optimal technical parameters. The results showed that: 1) Coloring glue was the main source of VOCs in the inner liner. 2) The VOC residues were reduced and the printing effect was improved when the net line amount of plate roller was 70 line/cm with the depth of 45 pm and the amount of coloring glue was about 5.0 g/m². 3) At the drying temperature of (100±5) °C and the running speed of (60±5) m/min, the VOC residue level was 6.69 mg/m², which was 44.7% lower than that before the parameter optimization.
