The article discusses the mechanisms of carbon regulation used in the world. It is shown that alternative systems of carbon charges and payments are not always harmoniously combined. A brief overview of the initiatives in the field of carbon regulation discussed in Russia is made. Methods of accounting for the mechanisms of carbon regulation in the creation and application of system energy models are proposed, and some parameters for the formation of carbon regulation scenarios in forecasting the development of the fuel and energy sector are estimated.
