Abstrakt: Rapid population growth and urbanization increase the Municipal Solid Waste (MSW) generation rate and the demand for natural resources. In order to reduce emissions and conserve resources, the European Commission has adopted a Circular Economy Action Plan (CEAP). Cities play a vital role in transitioning to a Circular Economy (CE) model. The current study aims to determine the most efficient integrated waste management plan by considering the CE approach. In this context, the best scenario determination study was carried out on the Municipal Solid Waste model of Bursa (Turkey) by making time-based modeling to reach the percentages targeted by the European Commission in the CE model. The ideal scenario has shown the reduction of environmental impacts and material efficiency. Used different combinations from the facilities starting from 2020 aimed to reduce the landfill amount to 10% and increase the recycling up to 75% by 2045. The best scenario achieves the goal by applying the dual waste separation, eliminating the incinerator, directing the recyclable waste to the Material Recovery Facility, and evaluating the organic waste in the Anaerobic Digestion plant and composting.
