Abstrakt: The PKBM program answers the reality of difficulties that often arise in non-formal institutions, especially the challenges of institutional operations during the Covid-19 pandemic. According to preliminary research, institutional operational costs, as well as other factors, are often mentioned by PKBM administrators, then the government's concern for the world of non-formal education and the delay in learning programs during this pandemic. This study is based on an analysis of community needs. This study aims to describe the PKBM program planning in the management of community education programs. The researcher uses descriptive research with qualitative methods to present data and information, meaning that it describes the breadth of data and information based on the study design and research objectives, namely how to plan a needs-based training program, namely there are several stages, namely the needs analysis stage, planning the training design then establish the objectives and benefits of the training program, and evaluate the training program.
