State negotiations constitute for each nation the support for the development of society from the acquisition of resources and services. Public contracting has an economic and social impact, where public officials must ensure that they are complied with according to the law. However, public officials have violated the legal principles of public procurement to acquire benefits or personal services without legal support. In studies carried out in Ecuador, this phenomenon has been analyzed in relation to the variability of uncertainties in which public officials understand the regulations. That is why this paper focuses on analyzing and defining the levels of indeterminacy present in the neutrosophic variable that affects the functioning of state negotiation. For the modeling of the study, the use of neutrosophic statistics is suggested to detect the uncertainties of the variable in each dimension. Among the neutrosophic results, the undue use of government policies in state negotiation processes is obtained as the only criterion. [ABSTRACT FROM AUTHOR] |
