The aim of the study is a study of the formation of the political-power elites of Ukraine according to the party principle at the regional level, in particular, during the local election cycle of 2020. The research methodology. The article uses a set of methods to analyze the party principle of formation of the political-power elites elite at the regional level. Such methods as historical, structural-functional, comparative, systemic and normative-value are used. Novelty of the article. Local self-government as an institution of people’s power and the ways of its implementation through the unification of territorial communities have been studied. The political forces that took part in the local elections of 2020 in most regions were analyzed. The comparative characteristics of the local election campaign of 2010, which was characterized by the appearance of new parties and players, were presented. A broad analysis of the political parties that took part in the local elections of 2020 in a regional section was carried out. The main conclusions: the role of local elections in the formation of the bureaucratic elite is established. The process of formation of the political power elites at the regional level began with the beginning of Ukrainian independence. Quantitative indicators of renewal of the local councils’ body of deputies have been determined. It was found that the process of formation of the political-power elites at the regional level takes place through political parties. The author comes to the conclusion that the main reasons for the strengthening of local elites were the decentralization reform, which introduced significant changes in the powers and activities of local self-government bodies in terms of increasing revenues to local budgets; a significant decrease in the rating of the POLITICAL PARTY «SERVANT OF THE PEOPLE» after phenomenal support in 2019; work on the ground is evaluated by voters more quickly than decisions made on a national scale.
