Abstrakt: Analysis of the current state of science, technology and innovation in Ukraine shows that the level of innovation, the place of high-tech products in the structure of production and exports, funding for science, innovation infrastructure, Ukraine lags far behind developed countries. In today's complex conditions, the assessment of the impact of the external environment is becoming increasingly important, as its condition and direction of development to some extent determine the innovative capabilities of the enterprise. Construction companies operate in a difficult economic situation, in such an environment, the imperfection of innovation management methods jeopardize its effectiveness and the continued existence of the construction company as a whole. As for the practical support of innovation management, it involves the assessment of management by components and in general. Assessment of components is based on a defined system of indicators of resource and performance components of innovation management. Based on the results of the evaluation of innovation management, as well as the distribution of responsibilities and powers by management functions in the practical implementation of the innovation management mechanism is planning target resource and performance indicators, the achievement of which is possible through proper motivation. With the help of control over the achieved level of indicators, changes in the formation and use of innovation potential are organized. Practical implementation becomes possible with the help of tools and levers of influence on the innovative activity of the enterprise. At the same time, it is mandatory to identify threats to the loss of innovation potential, identify and implement internal reserves (untapped opportunities) to improve management efficiency based on the assessment of resource and performance indicators. The formation of effective management of innovation in construction enterprises, its strengthening, deployment should begin with an assessment of the impact of environmental factors on the effectiveness of management activities for the formation and use of innovative potential of the construction enterprise.
