It is necessary to innovate in order to improve performance. However, it can be challenging to know whether the work is completely different from what has been done before, particularly in other areas. As a result, reference studies must be conducted by observing what has already been done, followed by making modifications. In general, this problem is referred to as ATM, which stands for observe, mimic, and modify. Descriptive qualitative methods were used in this research. This study was conducted at the Probolinggo City DPRD Secretariat, using secondary data from the website and from the Probolinggo City Secretariat, as well as primary data from in-depth interviews with policymakers and other relevant personnel.
