Enterprise innovative activity is crucial in ensuring Russia's sustainability and competitiveness in the world arena. At the same time, the effectiveness and efficiency of the measures for promoting enterprise innovative activity at the regional level largely predetermine its scope and results. On the one hand, it is possible to describe positively the results of the incentive schemes for innovative activity at regional enterprises. On the other hand, numerous issues inhibit innovative performance at the regional level. Those problems allow deducing the purpose of this research which is devising steps to improve the incentive schemes for innovative activity at regional enterprises in the Volgograd region. To suffice the research aim, we used the following methods: a complex approach and the systemic analysis as well as observation, specification, abstraction, synthesis, comparison, and consolidation of theoretical and practical material. As a result, we can conclude that improving incentive schemes for enterprise innovative activity in the Volgograd region should be accompanied by creating a legal framework for the high-priority directions of the enterprise innovative activity; using a systemic approach to planning and spending on government research grants; ensuring collaborative work of the regional authorities, individuals, and legal entities on creating the innovation infrastructure; enhancing the performance of the regional authorities, individuals, and legal entities to concentrate financial and administrative resources in the high-priority directions.
