Process-Related Standardization of Thermal Electric Power Facilities: The Best Available Techniques and General Binding Rules.

Abstrakt: A system for process-related standardization of a negative impact on the environment (NEI) is established based on the principles of best available techniques (BAT) developed by the leading foreign and Russian scientific schools. Standardization on the basis of BAT implies determination of priorities in introducing new resource-efficient technological and technical solutions in the thermal power industry and focusing the attention of the key sources and factors of NEI. For solving the standardization system optimization problem, it is necessary to develop new regulatory documents and federal regulations and codes whose application is stipulated by Russian legislation. It is shown that standard rules or general binding rules for secondary sources located within the thermal power plant site boundaries may become such regulatory documents. The contribution of secondary sources in the overall emission of polluting substances is analyzed. It is shown that general binding rules (GBRs) developed according to the principle of mandatory management system procedures with clearly defined quantitative indicators can replace dozens of various quantitative methods applied for describing the emissions of harmful substances from small sources, the contribution from which does not exceed 1–2%. In the development of GBRs, it is expedient to take international experience into account and also the experience gained from preparation of the Russian national standard 113.38.01-2019: Best Available Techniques. Small Boiler Houses. Standard Rules. Optimization of the process-related standardization system will generate the need to apply an interdisciplinary approach and participation of specialists in the fields of thermal power engineering, industrial environment protection, and environmental chemistry.
