The article examines a complex of problems associated with the formation of stable ties between remote territorial formations of a large urban agglomeration, presents the issues of strategic development of large agglomerations in conjunction with individual tactical problems, requires the need to use new modern methods of attracting private capital in the regions and the transition from the corresponding resources of the state and the state. the private sector to modern mechanisms based on public-private partnerships. The undoubted advantage of the article is the proposal of a new method for choosing the most optimal type of parking, which is based on an assessment of the choice of the type of parking taking into account the social factor. Also, in order to take into account, the factor, the article proposes an assessment of social indicators characterizing the attitude to different types of parking lots of motorists and the population on the basis of calculating the local optimality coefficient.
