Abstrakt: Proposes a strong coupling scheme that is based on the variable-phase method and provides a fast and effective algorithm for calculating near-threshold cross sections for the electron-impact excitation of atoms. Consideration of the problem of the electron-impact excitation of a hydrogen atom to the first excited level; Physical features associated with the presence of the constant dipole moment of the excited states of the hydrogen atom.
