This paper identifies the potential factors affecting the number of PPP projects in China, including the perspectives of economy level, urbanization level, government support for PPP projects, and strength of local construction enterprises. The fsQCA approach is used to explore the causal relationship between the configuration of these potential factors and the number of PPP projects. Two causal paths are found. Ina province with a low urbanization level, if the government supports PPP project, the number of PPP projects in the province is high. Ina province with a low urbanization level, if the local construction enterprises are strong, the number of PPP projects in the province is also high.
