This study aimed to assess the levels and effectiveness of community participation in the Integrated Development Planning process of municipalities. A qualitative research method and a non-probability sampling method in the form of purposive sampling were used in the study. Both structured and unstructured questions were used to gather data and focus groups were used as instruments for data collection. Collected data were analysed using the Statistical Package for Social Sciences (SPSS). It was found that community participation processes are conducted for compliance purposes only as they tend to degenerate into municipal talk-shops during which the communities are treated as passive participants. It was concluded that although there is high co-ordination of community participation by all municipalities within the Capricorn District Municipality, community participation takes place only for purposes of compliance with legislation in these municipalities, and inputs from communities are not incorporated in the IDP documentation. There should be active and informed participation by disadvantaged groups, as affirmed by the International Human Rights Normative framework; and community participation and should become an integral part of municipal activities and not only arise during the IDP process. Ward-based planning systems should be adopted that allow for maximum participation of ward committees and that have a lasting impact by transferring skills to local people, thereby enabling capacity building among ward committees and the empowerment of communities.
