BUCANIER: A Cross-Border Innovation Ecosystem.

Abstrakt: The following paper presents a case study of BUCANIER (Building Clusters and Networks in Innovation Enterprise and Research), an EU funded initiative on the Ireland-Wales Programme. Smart specialisation in regional innovation systems (RIS) has been identified as an approach that can support the competitiveness and economic development of regions. BUCANIER exploits this concept to strengthen the innovation capabilities of small and medium-sized enterprises (SMEs) in three priority sectors: renewable energy, food and drink and life science. A key objective of this is to foster collaboration and knowledge transfer between local government, universities and sector fora as part of a triple-helix approach. Through analysis of the project innovation analytic tool (IAT) (Howson, 2019), this paper analyses the impact of SME interventions, as well as strengths and weaknesses of innovation management at a regional and sectoral level. Through network linkage data, results indicate that BUCANIER has facilitated 301 new connections between 173 stakeholders and the enhancement of both networks and clusters within and across the broader innovation ecosystem.
