The article discusses the issues and challenges in the enactment and implementation of water laws and policies, particularly in the Pacific Northwestern states of Oregon, Montana, Idaho, and Washington. Also cited are the independent Prior Appropriation Doctrine of each state, the regional water supply dynamic themes in the states like the water tribal rights of Native Americans, the effect of the Endangered Species Act (ESA), and the treaty between the U.S. and Canada on the Columbia River, as well as the importance of history in water management. |
