The proposed article concerns the problem of theoretical, methodological and practical aspects of diplomacy as a key tool of state’s foreign policy at the present stage. The relevance of the research is conditioned by the processes of sectoral enlargement of diplomatic activity in the international arena, the formation of new forms of state’s diplomatic practice, one of which is “health-care diplomacy”. The research’s subject is the “health-care diplomacy” of the Republic of Cuba as an expression of “soft power” by the state in modern global governance processes. The author aims to investigate the implementation of Cuba’s “health-care diplomacy” exclusively under the auspices of international structures of multilateral cooperation, and directly – international organizations of the UN system. Herewith the main aim and tasks include the studying of sectoral directions and working mechanisms of the Cuba’s “healthcare diplomacy”. The author makes a generalized conclusion about the multilevel expression of Cuba’s “health-care diplomacy”. It is confirmed by the facts of its formation and implementation at three main levels: national-state, international inter-state and international multilateral. Within the international organizations Cuba’s “health-care diplomacy” is carried out in various functional directions: 1) international scientific and technical cooperation; 2) global fight against the spread of dangerous diseases and viruses; 3) international regulatory activities. The mechanisms and instruments of practical implementation include: 1) interstate research and pharmaceutical institutes’ cooperation with the support of the WHO and PAHO; 2) practice of Cuban medical personnel on the ground, provision of primary care and services under the auspices of the UN, WHO and PAHO in foreign countries; 3) the work of Cuban representatives and officials in the UN bodies to improve the standards and effectiveness of governance in the field of health and food production; 4) fulfillment by Cuban diplomacy the practical tasks of achievement the global goals of sustainable development with the participation and under the auspices of the UN.
