Just a year before PLA's first deadline, M. Taylor Fravel's book I Active Defense i is a timely intervention to understand China's changing military approaches and strategies. Fravel implies that China's 1956 and 1993 military strategies were driven by the neorealist framework. 'Mao's intervention to change China's military strategy is puzzling because China did not face an immediate or pressing external threat that would warrant such a dramatic reversal in how to defend China' (p. 107).
