The essence and main functions of democracy in modern Europe are analyzed; the author argues that the democratic political regime in the united Europe has become a framework for implementing a sufficiently flexible and effective governance system (with all its shortcomings). In this context, it is possible to speak of a managerial-representative function of democracy as a mechanism for securing and reconciling the interests of many actors of socio-political and economic interaction within the EU. Democracy embodies a fair distribution of resources and goods, based on appropriate government and local government. In the European Union, democracy has become a tool for ensuring human rights, high levels of well-being of citizens, freedom of expression and pluralism in various spheres of public life.
