The article examines technological innovation in payment systems generally and particular policy issues as a result of retail point of sale (PoS) payment innovation. It discusses wholesale payment, clearing, and settlement systems that send payment messages between banks and transfer funds, including the "real-time payments" service offered by the Federal Reserve. It also mentions payment systems are subject to federal consumer protection regulation under the Electronic Fund Transfer Act. |
