EXCHANGE RATE REGIMES AND FISCAL PROCYCLICALITY.

Abstrakt: While many empirical studies have focused in recent years on the impact of financial constraints, politico-economy factors, and income inequality on the cyclicality of fiscal policy in both developed and developing countries, few are researchers examined the relationship between exchange rate regimes and fiscal procyclicality. This paper investigates the impact of exchange rate regime on the cyclicality of fiscal policy. More specifically, the objective is to investigate the type of exchange rate regime that could amplify or reduce the degree of procyclicality. Based on an empirical study of a sample of 110 developed and developing countries over the period from 1980 to 2015 and using the dynamic generalized moments method (GMM), it appears that flexible exchange rate allows developed and developing countries to conduct a less fiscally procyclicality. The fixed and intermediate exchange rate regimes have, nevertheless, no effect on the cyclical behavior of their fiscal policies. [ABSTRACT FROM AUTHOR]
