Pragmatic is the study of the meaning of the utterance based on the actual context. This research builds general conceptual framework based on the Paul Simpson's formula of Pragmatic, namely pragmatic = semantic and context. Context and non speech act research is conducted based on Tun Dr. Mahathir's criticism through his articles againsts 1 Malaysia Development Berhad (1MDB). This study shows that context and non-speech act need to be clarified first before analyzing speech act. This is because context and non-speech act can show the meaning, function and purpose of an utterance. Generally, this study has identified three key contexts, namely Context 1: 1MDB, Context 2: Atitute and the standpoint of Tun Dr. Mahathir, and Context 3: Non-Speech Act. These three contexts play an important role in determining the forms of speech act. The source of this context is obtained through an analysis of Tun Dr. Mahathir Mohamad's article published between Septmeber 2014 to March 2018 via the chedet.cc blog. Emphasis on categorization of context and non-speech act has not oly given a new dimension in the study of pragmatic, namely the context of categories needs to be explained clearly first before analyzing data.
