In a memorandum addressed to the American Military Governor of Santo Domingo the Consulting Board made the suggestions regarding the question of floating a loan. The Consulting Board has had under consideration the plan deemed proper to submit in the floating of a loan of from $5,000,000 to $7,000,000 to be applied to the completion of certain public works now under way and the construction of new ones. The matter is no doubt of importance for the future welfare of the Dominican people and the Board considers said works to be a necessary complement of the reforms recommended, intended to renovate the political institutions of the state. |
