We describe a method to determine the complex permittivity and permeability of a material sample loaded in two rectangular waveguides, one terminated in a short and the other terminated in an open. The input impedance is measured for each case, and the results are manipulated to solve for complex permittivity and permeability. © 2000 John Wiley & Sons, Inc.
