The study of international development needs a way to measure organizational change in performance due to capacity‐development interventions. While measures exist in the private sector, they have received little attention and are rarely utilized by nongovernmental organizations. To fill this gap, Pact created the Organizational Performance Index, a tool that measures change over time at the outcome level, focusing on external expressions of performance.
