Abstrakt: An "industrial mobilization base" is that part of a country's peacetime economic structure which, in case of war, can expand the production of armaments. In the U.S. the preservation of a broad mobilization base is considered so vital to the national security that it dominates national economic policy, including foreign trade. Indeed, with the single exception of export controls on the shipment of strategic goods, all justification for trade restrictions imposed in the name of national security rests on this basic concept. There are those who hold that the base should not be restricted to the U.S. but should be built and maintained collectively throughout the community of Western nations.
