Performance Appraisal System (PAS) in the public administration of Romania has been established to fulfill various purposes. Considering that the civil servants performance appraisal system is a performance management tool, for the Romanian local public institutions, it is critical to analyze and understand the effects that this system has on civil servants from different perspectives and aspects. The purpose of the article is to analyze and to highlight the satisfaction of the Romanian local civil servants regarding the PAS, based on a sociological survey. The survey revealed several aspects with respect to the level of satisfaction - certain dimensions that influence the degree of satisfaction, or certain aspects (dimensions) that are influenced by this level of satisfaction. In this respect, the study concludes that, besides the technical aspects, the level of satisfaction regarding the PAS is influenced by ethical and moral aspects (justice and fairness of the system). Finally, the survey revealed that there is a connection (significant but not strong relation) between the level of satisfaction and the level of motivation of PAS civil servants.
