The paper attempts to outline an analysis of the possibilities of government optimization in close respect with an analysis of the decision-making behavior in terms of (not solely nor primarily political) organizations. The accounts and approaches responsible for addressing and theorizing the organizations and their characteristic features are as various as the explanations and interpretations provided for the variety of social and political phenomena. Our account precludes any claim of completeness in this respect, and it starts with an analysis of what seems to be the common core of the contemporary debate on organizations.
