LEGAL ASPECTS OF ECONOMIC REGULATION IN THE FIELD OF WASTE MANAGEMENT.

Abstrakt: Environmental safety is part of the country's national security and is provided through legal and economic instruments. One of the main threats to the ecology of Russia is the consumption and production waste. The article deals with the legal and regulatory framework for the implementation of activities in the area of waste disposal in the Russian Federation, and outlines the main principles of economic regulation in the field of waste management. The analysis of environmental taxes and payments related to waste management, the proportion of their receipt to budgets of various levels, and the prospect of introducing new payments related to waste management are being explored. Despite an increase in the share of government spending on environmental protection, including waste management, it is concluded that these funds can not be considered sufficient to establish an effective waste management mechanism in Russia. Recommendations are being made to improve economic regulation in the field of waste management, based on the development of incentive measures for individual entities and the implementation of state and municipal programs.
