On July 23, 1970 the Board of Estimate of New York City will hold public bearings on proposed twenty-year franchises for two cable companies to provide cable television and other broad-band cable communications facilities to the Borough of Manhattan. Plant and equipment for cable television are depreciated for tax purposes over a period of five years and manufacturers postulate that equipment will become competitively outdated in performance and operating efficiency in four to five years. The chief safeguard against such obsolescence in the proposed franchises is a "matching" provision, whereby improved terms in future franchises granted in other areas of the city will be incorporated into the Manhattan franchises. |
