Abstrakt: The National Flood Insurance Program represents an external demand on individual communities to pass a land use law aimed at reducing flood losses. Some communities have responded with varying rates of speed while others have not responded at all. This study develops a model to predict community response. Recent experience with flooding and community differentiation as measured by a male of. planning complexity are found to be the most important variables. Other factors such as population change, condition of housing, and family income which have been used in other comparative studies of community decision making are not important predictors of response.
