The article presents the results of a research project aimed at studying the citizens of communications capabilities and public authorities using crowdsourcing techniques to facilitate the integration interaction and effective promotion of the system of interaction between authorities and citizens, the wording of the current needs and the allocation of effective (citizens view) administrative decisions that could meet these needs, utilizing information technology solutions. The authors considered the possibility of using crowdsourcing technologies within the system of cooperation between authorities and citizens. A group of authors draw conclusions about the applicability of crowdsourcing technology to resolve a number of issues of public policy and their viability as an effective tool for online interaction between citizens and the government to address the problems of territories.
