Three main goals of the implementation of participatory mechanisms are identified and analyzed, especially legitimacy, efficiency and justice. Generally, the legitimacy and effectiveness of public administration are the priority for reformers, while justice is ignored and only in some cases may be realized through achieving the two previous goals. However, the formalization of citizen participation, which is limited to solving minor issues, only exacerbates the alienation of citizens from politics and hinders the achievement of these three goals.
