The article considers the issues of pedagogical competence development as a problem of teacher's professional activities. The authors regard the processes forming a professional in pedagogy from the point of view of personal-centered, self-regulative, competent and personal approaches. These phenomena are represented as the aspects of psychological and pedagogical culture of a teacher. The drastic need for effective training to prepare competent specialists (both bachelors and masters) is an urgent challenge in the current Russian educational system. Nevertheless, as many psychological and pedagogical studies stressed, the very process of teacher training should be systemic, multilevel and dynamic to create a qualitative (i.e. high profile) specialist. It requires strict relevance with a number of factors, conditions and instruments. They are expected to provide the proper environment for maximal self-actualization, awareness of personal and professional development prospects, readiness for further learning, tolerance, psychological literacy and competency of a teacher.
