Abstrakt: At least 27 states have enacted high risk pools to provide health insurance for the medically uninsurable. This article examines the characteristics of these pools, methods used to fund the operating deficits these pools have incurred, and important public policy issues related to these pools. Despite making health insurance coverage available to the medically uninsurable, the numerous problems associated with these plans limit their effectiveness as a viable solution to the national problems of health insurance accessibility and affordability.
