Abstrakt:	In recent years, policy debates on development finance have been dominated by how to 'leverage' international private capital flows for development projects. The outcome of the Third International Conference on Financing for Development, held in Addis Ababa in July 2015, also included an unchecked promotion of private finance through blended finance and public-private partnerships, even though these mechanisms do not have a great track record.
