Abstrakt: Since 2010, with the rapid developments of the low carbon emission implementation and the urbanization construction, both wind power capacity and combined heat and power generation(CHP) installation in the northern China regions have rapidly developed. This situation makes the peak regulation problem of the power system even more prominent, especially the most serious in the Northeast China Grid. The issue has affected not only the security operation of the power grid but also leads to large amounts of wind power curtailments. The peak regulation problem is essentially related to the benefit distribution. This issue could not be effectively solved by the traditional power dispatching mode through the administrative means. In 2014, the first peak regulation ancillary service market in China was launched and run in the Northeast China Grid. This market has incentivized the thermal power enterprises based on the economic leverage and market means to further explore the potential of their peak regulation capabilities. This article presents the design of the principal rules of the market as well as the results of the performances of the market.
