Public authorities have incentivized the enhancement of citizen service provision in developing countries. The concept of web-portal amelioration raised the concern in quality assurance of E-government Portals. Concretely, In Egypt, despite the position reached by the application of E-government initiative in Africa and the Middle East, There are some flaws in the portal project. This paper developed and assessment a model contains quantifiable factors which have been quantified by automatic evaluation implements such as website performance, Accessibility, and Usability.
