An analysis of state executives' attitudes indicate respondents agree with the public administration literature on the values attributed to organizational mobility. The literature and executive attitudes contain notions that mobility decreases provincialism, encourages innovation, promotes employee development, improves communication, and provides personal rewards. Since executives' perceptions vary according to their experience, mobility, and education, it is argued that organizational mobility will increase and improve and caliber of the public service.
