Abstrakt: The Internal Revenue Service is under bipartisan attack, as both political parties prepare to exploit Americans' hostility toward taxes to win votes in coming elections. After taxpayers related stories of IRS abuses at congressional hearings last September, the House overwhelmingly passed a bill to restructure the agency and give taxpayers more clout in dealing with it; Senate passage is expected early this year. Despite initial reservations, the White House endorsed the measure when House Democrats jumped aboard the anti-IRS bandwagon. Most tax experts, however, say the real problem is not the IRS, but the complex tax code the agency must enforce. Tax-reform proposals, chiefly a flat tax on income and a national sales tax, are coming under renewed discussion. [ABSTRACT FROM AUTHOR]
