The article discusses the U.S. District Court of Appeals for the District of Columbia Circuit case Bruce v. Samuels. Antoine Bruce, a federal inmate having several pending filing fee assessments and cases, sued in challenging his assignment to a special management unit. Bruce contended that collection for the filing fees for the new case should start just after he had paid the final installment on the filing fees. |
