The author discusses significance of using deception in U.S. defense, as of August 2016. He cites an example of anti-submarine warfare exercise involving a destroyer and a submarine run by Soviet Navy, wherein the Navy used deception for a target audience regarding the exercise. He notes that Soviet and Russian scholars and military officials studied how to compel opponents to make desired decisions independently. |
