The purpose of this article is to examine various interpretations of the framers' intent for American federalism (i.e., federalism's "first principles") and particularly Reagan's perception of the proper role of the states versus the national government. President Reagan's perception of federalism's first principles is closely akin to the view that the framers intended for the states to participate in the federal system as full-fledged partners with the national government. Specifically, Reagan's perspective on federalism's first principles holds that, while the federal government is sovereign within its delegated powers, the founding fathers intended for the states to be equally powerful and to have considerable latitude in the exercise of their reserved powers. |
