Abstrakt: This is the fourth and final paper in a series of papers presenting key findings from a regional survey that was undertaken to explore midwives' views of the recommendations outlined in the Making a Difference (Department of Health, 1999) document. The background and methodology of the study have been outlined in the first paper. This paper will present the findings from the midwives' open responses. In particular, issues related to perceived barriers will be discussed. Although midwives expressed a strong urge to meet the needs of their local communities they believed that organisational restraints were preventing them from fulfilling this role. Ways of breaking down these barriers will be discussed. [ABSTRACT FROM AUTHOR]
