The purpose of this article is to describe the vocational training schemes offered in Chile and to formulate recommendations for their reform. This description of Chile's vocational training system includes not only an outline of its basic structure and annotations regarding its origins in history and inherent efficiency, but also a brief outline of the measures taken by all democratic governments since 1990 in the fields of general education and vocational training. In contrast to Germany, for instance, the various elementary vocational training schemes offered in Chile constitute no institutional and social pattern of their own publicly supported vocational training takes place at vocational-technical secondary schools or at the post-secondary level at technical training centers, and, as such, is part of the formal education system for which the Ministry of Education is responsible. The status of vocational-technical secondary schools was enhanced formally in 1965, when a standard secondary school certificate was introduced. It was not until 1967 that a formal separation between the general and the vocational branches of the secondary school sector was finally established. |
