Abstrakt: The development of primary medical sanitary care of population including organization of structural departments of emergency medical care is one of strategic directions of national health care reform. The emergency medical care service passed through several reorganizations from a component of acute medical care to a form of primary medical sanitary care support. The presented results of content analysis testify that in the Russian Federation, from middle of XX century, organization of normative legal regulation of emergency medical care characterized by cumulation of large number of contradictory and outdated normative legal acts regulating service functioning.
