Abstrakt: The Framework Convention for Tobacco Control is the first global public health treaty. It was approved unanimously by the 192 Member States of the World Health Organisation. It is a landmark of public health promotion and it includes a new legal dimension for international cooperation between countries. The multidisciplinarity of the topics and the actors involved require building the capacity in areas such as: management, leadership, human and financial resources. This involves the reinforcement of the existing technical and financial capacity at national level, so the activities at that level can be successful and sustainable, gathering the political will and the financial resources needed for that.
